Shall a recreation center be built and equipped by the Castle Pines North Metropolitan District in cooperation with the Castle Pines North Master Homeowners' Association and paid for from the proceeds of Certificates of Participation (which do not constitute "debt" under the Colorado Constitution) in the principal amount of $10,000,000.00, which Certificates of Participation will be repaid through a combination of revenues appropriated annually by the District from (1) the current O & M mill levy and (2) Master Homeowners' Association annual dues and which shall be operated utilizing a combination of user fees, currently authorized District O & M mill levy (legally authorized to a maximum of 19 mills but currently assessed at 18 mills) and Master Homeowners' Association annual dues?
