Pines North Master Association Approved Minutes for July, 2001 |

President
Linda Nuzum called the July 19, 2001 meeting of the CPN Master Association
Board of Directors to order at 7:10 p.m. Introductions of all in attendance
were made, including a new representative from Hidden Pointe. A quorum
was established. Eva Mitchell made a motion to accept the Agenda;
Cheryl McDade seconded; motion approved and carried. |

Approval
of Minutes
It was duly noted that being that there was no quorum at the May 17th
meeting, notes not minutes were taken. The Board accepted the notes.
McDade made a motion to accept the June 21st minutes; Mitchell seconded;
motion approved and carried. |

Committees:
A. Development & Design Review:
Safeway Mitchell reported that Safeway's building permit may
be issued next month.
King
Soopers Mitchell reported that the King Soopers is also proceeding
through the final stages of county approval. The County Commission
hearing is set for August 8th at 1 p.m. As part of the agreement
to provide water and sewer service to this development, the Metro
District has negotiated with the owners to obtain 4.3 acres of land
on the north side of Castle Pines Parkway for a future park site.
This land is currently zoned commercial, and the owners wish to
transfer the commercial zoning. Transfer of zoning is a very difficult
process, as they have to go through a master plan amendment.
BP
Amoco - (SP00-012, comments due ASAP) Nuzum reported that the
BP Amoco is continuing through the planning process. The developer
has submitted a revised architectural design. Master Association
members felt that the revised design is a huge improvement to the
original plan, and supported the County's comments related to the
improved landscape plan including the berm, the need to isolate
the light and noise to the site, and to limit the car wash hours.
We will receive another Referral when the developer will submit
a complete revised plan.
Apartments
Mitchell reported that the new owner of the apartment complex, Trammel
Crowe, is submitting revisions to the pool/clubhouse and minor architectural
changes; we will receive a Referral to comment on the revised plans.
The number of apartments in the complex will remain unchanged (357).
CPV
- Summit area Mitchell reported that CPV Filing 15C received
final County approval at the end of June, and that the area immediately
south of Forest Park, Filing 15D, is on hold and is not expected
to be sent for referral and hearings until at least September -
November. This area will be important because this will be the Filing
that documents that the North gate will not be built. We have received
a copy of the draft plan to manage the construction traffic for
the Summit development; Nuzum will forward this again to members
who did not receive the first email.
RidgeGate
(Lone Tree) Mitchell reported that she had attended a meeting
about future development in the new area of Lone Tree called Ridge
Gate (formerly known as Rampart Range), located south of Lincoln
along both sides of I-25. The site will house the new hospital,
which is breaking ground at the end of the month. A large rec center
may also be built. Long-range plans for the area include a high-density
office/residential "urban center", a total of 10,000 homes, 1,000
acres of open space, and a new I-25 interchange called Ridge Gate
Road about 1 mile south of Lincoln. The development would be built
over a 40 to 50 year period.
Buffalo
Ridge - (Pool - SP01-048, comments due 8/9/01 SIP review of
neighborhood pool). Master Association members had no comment, and
referred this to the Development/ Design Review Committee.
CPN
PD 10th Amendment - (Filing 27 setbacks - SP01-048, comments
due 7/17/01) Administrative Amendment to CPN PD, to modify the Design
Guidelines to change the setback for lots with side-loaded garages,
for Tapadero. Master Association members had no comment, and referred
this to the Development/ Design Review Committee. Romar West 1st
Amendment - Replat/Road - ZR01-010, comments due 7/17/01 Administrative
amendment to Romar PD to modify the intersection of Griggs Road
and Daniels Gate Road to accommodate a "roundabout" and other changes
related to installing a gate to the neighborhood west of this intersection.
Item referred to Development/ Design Review Committee with the following
comments from Master Association members: No objections to the proposed
changes; but we note that there have been issues come up with prospective homeowners
regarding the need for additional disclosure that the existing PD/Plat
reserves space to continue Griggs Road south to Daniels Park, as
requested by Douglas County (in the event that there is a future
decision to re-route Daniels Park Road to this location). The Master
Association will ask that additional disclosures be made, in Marketing
materials from the builders, through having prospective homeowners
need sign a contract saying they are aware of a potential road,
and through signage at the potential road location. We would not
support paving of this stretch of the road simply as a means of
public disclosure; paving should occur only if a decision is made
to re-align Daniels Park Road. Discussion of whether this alignment
would ever be used will occur when the future of Daniels Park Road
is decided.

B.
Action Committees:
Daniel's Park Road Nuzum reported that several committee
members attended the session to walk the road and review the engineering
plans for the paving project; we have not yet seen the final plans.
The County is having an engineering firm look at alternatives for
future changes in the intersection with Castle Pines Parkway; these
will be used as one factor in the discussion of the future alignment
of the road as it continues north into Highlands Ranch. Roads/Traffic
Mitchell reported that the County is working with the LeGae family
to obtain approval of the alignment of the future LeGae Road that
will start at Castle Pines Parkway, next to the King Soopers, and
will go south to Happy Canyon, near the I-25 interchange. Nuzum
noted that the road will NOT be located next to CPN's Royal Hill
neighborhood, that the Castle Pines Village "East Gate" road would
connect to the LeGae Road, and that there would be no access to
Monarch at this time. Nuzum reported that Cygan has been in contact
with Larry Corcoran at the County regarding the issues discussed
with them. We have still not heard a firm date for the installation
of the traffic signals on Castle Pines Parkway. The County is proceeding
with plans to widen the Parkway by the time the grocery stores would
open, and install additional signals at the new intersections created
for the grocery stores. There is still nothing firm on widening
the I-25 bridge/ interchange. The County is beginning to plan for
extending Stroh Road from Parker, east to connect with Exit 188.
Schools
The CPN Schools Committee and Master Association members met with
Bill Reimer from the Douglas County School District on June 26th
to discuss the second elementary school, which is scheduled to begin
construction this fall to be ready for opening in September 2002.
Reimer shared the site layout options at the meeting. There have
been questions raised about traffic flow at the site, and a few
residents have contacted Reimer with questions about the layout
of site in proximity to the power lines. The proposed layout meets
District criteria for safe locations of school buildings, and the
School District is doing a study as to the voltage on the site.
The District is also investigating the potential to use an alternative
site. Nuzum and CPN Schools Committee Chair Laura Kennedy will keep
Master Association and Schools Committee members up to date on the
status.
Telecommunications Todd Swift reported that Air Blaster is proceeding with plans
to offer services in Castle Pines North. The line is hooked to the
building; they are waiting on some additional equipment. MHO, another
high-speed Internet provider, may also serve CPN; they are researching
putting an antenna up at the north end of the community.

C.
Parks Authority:
Dick Lichtenheld reported on the July meeting of the Parks Authority.
Coyote
Ridge Park: Grand Opening is set for August 25. Construction
is still in process. The Parks Authority approved $50,000 for installing
the Irrigation system, and up to $105,000 for Sod - they were to
use a fescue blend but there is a problem with this type of grass,
as it clumps and is not conducive to grass to be used in a park
area, so they decided on a bluegrass. The original budget for this
park was $1.5 million but costs to date are only $365,000. This
is primarily due to obtaining services in lieu of cash from DR Horton
(the value of the services exceeds the value of cash contribution
that DR Horton was required to make).
South
Park: The Parks Authority is continuing discussions of a second
new park, in the area of the Community Center. Progress was made
this month, with negotiations to obtain a 4.3-acre parcel as noted
in the discussion of the King Soopers proposal.
The
Golf Tournament fundraiser to be held October 15th. will be $125
a round.

D.
Metro District:
Cheryl McDade reported on activities at the Metro District. As a
result of Tom Anderson's resignation, the Metro District is interviewing
for a new manager. They are in the process of considering the final
candidates.
The
brown areas along the common areas are due to combination of problems.
The new well is not operational yet. The District temporarily shut
off water to the common areas in order to determine the source of
a water usage problem, which was found to be a highway construction
contractor "borrowing" water without permission. In addition, a
current well just broke down and they are working on resolving the
problem.

E.
Social Events:
The summer event, Family Picnic, is scheduled for August 25th. This
year, the event will also be the Grand Opening of the new Coyote Ridge
Park. The Master Association pays for the actual picnic while the
Parks Authority will pay for the meals of the "VIP's" invited to the
Grand Opening, and any picnic expenses related to park facilities
that are not complete on the date of the event. |

F.
Newsletter/Website:
Nuzum reported that the newsletter was being distributed. There
are now over 425 people on the email newsletter list. The email "news
alerts" now direct people to the website for details. Susan Novreske
continues to add new and interesting things to the website making
it attractive to all users. Todd Swift will write an article for the
web and the next newsletter about increased presence of wildlife and
rattlesnakes in the community. |

A.
Golf Course Net The golf course net has been removed.
B.
Dogs Information about Douglas County's laws related to dogs,
and numbers to call to report problems, have been printed in the
newsletter and posted to the website. This months' web site poll
is on the topic of responsible pet ownership has been generating
a lot of comments. Dick Lichtenheld has information on some alternatives
for use of property as related to dogs. Discussion of signs for
dogs was tabled; this will be an item to discuss with the new Metro
District manager.
C.
Used Car Lot Derback contacted the County Zoning Department
in regards to the numerous vehicles advertising/selling cars from
the property at Exit 188, northwest of the Interstate. They opened
three cases against each of the three owners and sent letters to
each of them, notifying them to have the cars removed. It appears
this was successful as there are no longer any cars on these sites.

|
New
Business:
A. HOA1 Clubhouse Signs HOA1 had requested CPN Master Association
Design Review for their plans to add two small signs to their clubhouse
to post notices. Master Association members had no comment, and
delegated this request back to HOA1.
B.
Maintenance responsibility - public areas Todd Swift reported
that the county's road maintenance crews had improperly mowed a
public area along Monarch, near BriarCliff. This raises the issue
of the need to clarify whom to contact for questions related to
maintenance of public areas. This will be a topic to work with the
new Metro District manager.

Management/Financial:
A. Financial Report McDade reported the Master Association
was now current in their payments to the Parks Authority; she has
made the semi-annual payment of the Master Association's contribution
to the Parks Authority based on dues collected to date, from closings.
Swift
moved to approve the financials; Mitchell seconded; motion approved
and carried.
We
have made the first round of the database transition to Access with
the priority on billing. McDade expects that the dues statements
will be distributed next month.
McDade
reported there were 29 new home closings in June, 12 resales, and
3 lots.
Our
attorney has not returned any calls in response to the financial
and administrative service contracts. Nuzum will try to contact
him again.

made a motion to adjourn at 9:05 p.m.; Swift seconded; motion approved
and carried. The next meeting will be held on August 16th at the
Community Center at 7 p.m.
