BOARD OF DIRECTORS MEETING
7:00 P.M. – May 19, 2005
Castle Pines North Community Center

1.  CALL TO ORDER

A.  Introductions/Roll Call/Absences

The May, 2005 meeting of the CPN Master Association Board of Directors was called to order at 7:00 p.m.  A quorum was established.

Attendance

Directors present: Linda Nuzum, Maureen Shul, Jason Gibb, Doug Gilbert and Bruce Thompson

Directors absent: Sheri Brummett and Brian Stopps

Delegates present: Ted Lohr, Mike Riggle, Lane Roberts and Barb Saenger

Delegates absent: Bob Micho, Nancy Clarke, CeCe Marshall, Brad Greiner, Keri Brehm, Tom Mahatirath, Ken Naes, Kim Hoffman Feilmeier and Rita Coltrane

Staff:  Cheryl McDade, Alison Gibbens, Lane Roberts, Tim Gamble, Carin Kirkgaard and Melanie Fischer

Guests:  Dennis Riggle - Stonecroft, Alicia McCommons - Stonecroft and Craig Johnson – Stonecroft

B. Board Meeting Process

Nuzum explained the roles of the Directors and Delegates as elected representatives of CPN- area Homeowners.  She indicated that there was a need to place time limits on all items on a full agenda in order to accomplish the meeting’s business as efficiently as possible, and to respect the time that Directors and Delegates volunteer to attend the monthly meeting.

Nuzum made sure that everyone had a copy of the handout outlining guidelines for Homeowner input at Master Association meetings.  She invited guests who wished to speak to indicate so on the sign up sheet.  Homeowners with topics to add to the agenda should sign up for the Open Forum portion of the meeting; guests may also sign up to address a topic that is already on the agenda, and they will be recognized to speak during that agenda item.  The “Additional Homeowner Input” agenda item at the end of the meeting can be used for other questions or comments.

C.  Approval of Agenda

MOTION by Thompson to accept the agenda with the addition of item 10. A. Daniels Park Road; seconded by Gibb; motion approved and carried.

2.  MINUTES – April 21, 2005 Minutes

MOTION by Shul to accept the April 21, 2005 minutes with the following correction to section 3. Open Forum, item A. CC20, paragraph three; Draft 2 minutes will be corrected to read as below; seconded by Gilbert; motion approved and carried.

Gilbert questioned McCommons regarding the survey methodology.  He noted that it would have been good to allow survey respondents to express an opinion on a complete range of options including a recreation center.

3. OPEN FORUM

A. CC20

Alicia McCommons spoke on behalf of the residents who are seeking alternative solutions to commercial development for the land at the northwest corner of Castle Pines Parkway and Monarch; also know as “CC20”.  McCommons again verbally reviewed the positive response the committee received by those surveyed and will present a written summary in the future.  McCommons continues to stress that now is the time for CPN to act on this parcel of land, and asked that one of the financial organizations within the community step up and respond to the desire that has been identified. 

Nuzum reported that the Metro District has set a work session for June 1 to explore what options are available. Gilbert, Lohr and Thompson volunteered to take part in these meetings.

4.  MANAGEMENT/FINANCIAL

A. Monthly Financial Report

Monthly financial & Statistic Report

The monthly financial and statistic report for April was distributed along with May payables.  McDade reviewed the financial report for April.  The Association has a total of 3,115 Master Association member homes with a total of 44 closings in April (17 New, 19 re-sale and 8 lots).

McDade reported that the Master Association’s 2005 annual dues collection is in very good shape.  Approximately 93% of the annual dues have been collected from all members as of April 30.  Second notices were sent out on April 20, 2005 with the $50 late fee assessed.

Approval of the Financial Report and Payables

Thompson MOTIONED to accept the April Financial Report and the May Payable Report; Gilbert seconded; motion approved and carried.

B.  Insurance Waiver Agreements

Nuzum reported after much work the association has all of the insurance waivers signed.  The Master Association’s insurance company had given notice that our insurance policy would be cancelled if all waivers are not signed by May 15.  This goal was accomplished and this item will be removed from the agenda.


5.  COMMITTEE – COMMUNITY ACTION

A.  Development Referrals

CC-20 Update

Nuzum noted that citizen efforts regarding CC-20 were covered during the Open Forum.  She further noted that the approval process with the county had been put on hold pending a revised drainage design.  Stopps’ Development Review Committee will continue to monitor needed actions through the County referral process.

LaGae Family Property

The Lagae Ranch property has been sold to Jack Vickers III, the original developer of Castle Pines Village and Castle Pines North.  Vickers has not announced his intentions with the land.  Before any development can take place on the property, Vickers would need to apply for County approval to re-zone the land.

B.  Safety

Nuzum reported that the County has completed work to remove the berm that created a blind entrance from Berganot Trail onto Monarch.  Brummett was not present to report on feed back from her Tapestry Hills neighbors.

Installation of the traffic light at the corner of Yorkshire and Castle Pines Parkway will be completed late summer or early fall.  The recent flagging was for design purposes and pole placement. Fischer is following for a news story. 

Gibbens will contact the Douglas County Sheriffs Dispatch Department and request that our patrolmen keep and extra watch during our garage sale this Friday and Saturday. 

Thompson noted that the bike lane improvement on Monarch to the north is a tremendous asset to the biking community and would like to thank the Douglas County Roads Department for this improvement.

There was nothing new to report on the location of the new South Metro Fire and Rescue District fire station that was approved with the 4A tax increase in the last election.

6.  COMMITTEE-MASTER ASSOCIATION

A.  Communications

Publications – Newsletter, Web, Email

The June/July issue of The Connection is now being laid out by the new Editor, Lane Roberts.  The cut off for this issue was May 15, 2005.  With this issue have come many changes.  The Association is changing to a new printer for the newsletter, and The Connection will now be in a slightly different size and design.

Gamble reported that web site visitation statistics continue to increase with conversion to the new structure and auto email sends increasing.  All HOA’s will be “live” in the near future and will need to be validated for correct information by the sub associations.

Nuzum announced that everyone should have received an email about German-language “spam” emails that were hitting email boxes world wide, including CPN email addresses.  Our technical staff worked very hard to eliminate these emails and at this time most recipients should not be receiving any German emails.

Welcome Coffee, community education

The Welcome Coffee that was held on Wednesday, April 27, 2005 at the CPN Community Center was well attended and appreciated by those who were present.  The next welcome coffee will be this summer.

B.  Social Events

The Annual Garage Sale is tomorrow, Friday, May 20 and Saturday, May 21.  The Association will be sending out a reminder email of the event along with safety reminders.

Nuzum reiterated that all events for 2005 now have a set date with event descriptions posted on the website.

7.  METRO DISTRICT

Nuzum communicated that the CPN Metro District elected new officers at the May meeting.  The new officers are Mark Shively - President, Galen Crowder – VP and Linda Nuzum – Treasurer.

Major news for the district is the CPN Metro District board voted to participate in the Rueter Hess Reservoir which will be located to the immediate east of CPN on the east side of I-25.  This will be one element of an integrated water resources plan to ensure a long-term sustainable water supply for our future. She noted that many Douglas County water districts are choosing to participate in this project.  The reservoir will have a larger surface area that Cherry Creek Reservoir and will have light recreation with no motorized water vehicles allowed. 

8. PARKS AUTHORITY

McDade reported that the Parks Authority has received County approval for Yorkshire Drive access to Castle View Park.  The Parks Authority is continuing with planning and acquisition of the remaining pieces of land for Castle View Park.  There remains one item in phase one that needs to be addressed; the final transfer of the library site property.

9.  OLD BUSINESS

A.  Hidden Pointe

Nuzum stated that the lawsuit has been dismissed and progress is being made toward Hidden Pointe becoming full voting members.  McDade noted that the association is receiving payments from the Hidden Pointe HOA in a timely fashion as agreed upon.

B.  Signage

Gibbens is continuing to work on the signage guidelines for publication on the web site with coverage in The Connection.

C.  Air Traffic Committee Update

Shul reported the last air traffic meeting continued to communicate the pending completion of the mapping update and the FAA’s 180 Study.  Completion of the study should be within the next year and could result in flight time and/or aircraft restrictions.

D.  Xcel Update

Nuzum reported Xcel has begun restoration of the vegetation damaged by the construction in the powerline corridor.  Bruce Thompson, and Metro District Parks & Open Space Manager Charlie Fagan, will monitor completion.

Xcel has applied to the PUC to increase the power in the eastern line and rebuild the center line to match the eastern transmission lines.  At April’s meeting, the association decided to file an intervention in the PUC case.  Our Attorney has made the necessary filings and requested discovery materials from Xcel.  The PUC hearings are scheduled for June.  After considerable discussion, a consensus of Board members and Delegates felt that we should avoid incurring significant legal fees on this case.  Thompson and Nuzum will consult with the Attorney next week regarding options and recommendations on case, and will contact the board for a final decision. 

E. Senate Bill 100

Shul reported that Senate Bill 100 is currently before the Governor.  The associations’ attorney, Mark Payne, will do an analysis if the bill does pass.

10. NEW BUSINESS

A.  Daniels Park Road

Barb Saenger reported that there is a scheduled meeting with Denver and Douglas County next week.  The County has already been looking at possible road engineering for the steep road grades that exist to the south.  Saenger will get an update on the facts and report at next months meeting.
