Dave Jackson

I first became interested in SMFR in 2004, after retiring from a 37-year management career with a top five Fortune 500 company. Subsequently, I have attended many Board meetings, becoming a kind of citizen “understudy and advisor”. My experience as a former first responder–having worked as an ambulance attendant (predating paramedics) during college–provides me with an understanding of the challenges that our men and women face on the line. These experiences, along with my executive, business, management, negotiating, facility planning, efficiency, and fiduciary skills, makes me uniquely qualified for this responsibility.

With the District currently facing a major transition in its search for a new chief, budget challenges, the Parker Fire consolidation study, and a turnover of three of the five Board seats, it is now more important than ever to elect someone who is already up to speed, who can also contribute both professional executive management and first responder experience. I am that person. As a Board member, I will work to ensure that SMFR continues to be a world-class operation, without asking voters to once again raise our property taxes.

I currently operate my own management consulting company. I am an elected precinct leader and Assistant Treasurer for Arapahoe County Republican Club. I have been an arbitration judge, treasurer for two state-level candidate campaigns, HOA Board president, PTO co-president, Scout Master, member of the Centennial Fiscal Advisory Board, and member of the Steering Committee
for the Centennial tax referendum. I also served in the U. S. Army as Staff Sergeant.

My wife Mary, who was my high school sweetheart, and I have been married 42 years. We have lived for 31 years in the same house in Willow Creek in what is now Centennial, where we raised our two daughters, and are now proud grandparents of three. Mary and I are active members of Trinity United Methodist Church.

Rhonda Livingston

I am excited to be a candidate for the South Metro Fir Rescue Board of Directors. I have lived and worked in the South Metro district area for more than 20 years. My husband our two children and I currently live in Centennial, near the eastern boundary of the district. It is important to me to be involved in my community and to help make a difference. Serving as a district board member, I can help make a positive difference. I will work diligently to represent everyone equally and fairly and make informed decisions.

I have a business management degree with experience in auditing, customer service, sales, payroll, accounting, management and human resources. I am involved in my community and volunteer on a few community based boards. In November 2007 I was elected to the Centennial Charter Commission and helped to write the city’s Charter.

My name is Hank Eng and I am pleased to be a candidate for the position of Director on the South Metro Fire Rescue Board of Directors.

I am currently an Aerospace Consultant working for various companies in the Denver area. My background comes from over 20 years with GE Aircraft Engines and 12 years with the US Government. My work has afforded me the opportunity to live and experience different cultures and living conditions all over the world. I have been
active in various volunteer organizations around the world and have a strong desire for community involvement. I am a volunteer Civil Air Patrol member participating as mission crew for search and rescue operations. I have a B.S. degree in Management Engineering from Rensselaer Polytechnic University as well as an MBA from Rutgers University.

Like many professional people in the district, I am a transplant having moved to the Denver area several years ago. Although I am a relative new comer to the area, I am not new to public service or new to the issues that affect communities such as ours with regards to fire and public safety services. My previous experience as an elected councilman for the City of Appleton (Wisconsin) will help me place these issues in their proper perspective. The Board of Directors is responsible for overseeing a $29 million budget with revenue derived from taxes levied on our community and businesses.

I strongly believe the Board of Directors for the South Metro Fire Rescue have an obligation to allocate public funds reasonably and equitably and, above all, execute a public trust to be guardians of these funds in an open and transparent manner.

I live in a community in unincorporated Arapahoe County. As I see our communities grow, it is abundantly clear we will face tremendous pressures on our fire and rescue services. The months and years ahead are important in shaping the future of the District. The proposed inclusion of the Parker Fire District poses challenges for which this board will be tasked with resolving. Paul Rosenberg

Vice President of The Chamber of Commerce in Aurora, serving the eastern metro area, including both Centennial and Aurora. He has lived in the district since 1990. Paul came to the metro area as a corporate executive for Pace Membership Warehouse, now Sam’s Club in our communities. Prior to his move here, he served as a buyer for national retailers Macy’s and Target. He owned a small retail business for eight years. Paul and his wife, Andrea, have been married for almost 25 years. They have two children, Eric, a CU Boulder graduate and an employee of Qwest, and Ashley, a senior at Cherry Creek High School.

Paul has been active in the local community since moving here. He served for many years on the HOA Board of Directors at The Hills at Cherry Creek. He represented the community at ACCORD, the association of HOA’s in unincorporated Arapahoe County, and later was elected President, where he served for four years. In 2005, he was appointed to to his first term on the Arapahoe County Planning Commission. He was recently reappointed to a second term, and has twice been elected Chair by his peers. Paul has also served on the Arapahoe County Citizens Budget Committee; on the Governors Small Business Advisory Council, where he was Chair for two years, and on the Aurora Business Advisory Board for twelve years, where he was a past Chair, and is currently Chair elect. Paul served on the Arapahoe County Storm Water Advisory Committee, that led to the formation of the Southeast Metro Storm Water Authority. He also served on the Centennial Airport Advisory Task Force, and helped craft the federal ban of commercial airport service at the airport. Paul is also a three year veteran of the Arapahoe County Citizens Corp Advisory Board, appointed by Arapahoe Sheriff Grayson Robinson.

Paul believes that the job of our first responders is critical to our local health and welfare. He is a fiscal conservative in the use of our limited public funds, yet is committed to our safety as the top concern. Paul feels that the pending merger with Parker Fire Rescue must be reviewed carefully, and the process must be very deliberate. John Levi

My name is John Levi, a candidate for a four-year term with the South Metro Fire Rescue’s (SMFR), Board of Directors. After reviewing the job requirements for this position, I am confident that I can make a positive contribution to the board, and the SMFR, as a whole. I graduated from the University of Wisconsin in 1977 with a B.S. degree in Criminal Justice. Thereafter, I developed comprehensive skills concerning public safety and investigative research and analysis, involving insurance claims, criminal activity, and national security matters, over the past 30 years. Aside from my experience for five years as a law enforcement officer, while employed for nearly seven years as a Special Agent with the Federal Bureau of Investigation (F.B.I.), and holding a U.S. Government “Top Secret” clearance level, I was involved in the coordination and direction of various multi-state, criminal investigations and foreign counter-intelligence/anti-terrorism activities, all of which have left me well versed in homeland security issues. Following my F.B.I. service, myself and two other former F.B.I. Agents, created a company which specialized in multi-state environmental insurance claims investigations, and as related to toxic, hazmat, and/or soil & groundwater contamination remediation sites, at various commercial properties across the country. This activity was completed on behalf of several major insurance companies and/or their legal counsel,whom later determined whether insurance coverage would apply to the related clean-up costs. Later, in 2002 to the present, I joined GEICO Insurance as a Senior Claims Security Consultant, continuing my career in the insurance claims arena.

Also during 2002, I was associated with the Adams County, CO Coroner’s Office, as a Death Scene Investigator, on a part-time basis, and formerly held U.S. Department of Defense (DOD) “Secret” clearance level for prior DOD-related contract work, through 2005. On a personal note, my wife, two children, and I have been SMFR district residents since 1996, all that time residing in the Willow Creek subdivision of Centennial, CO. I am an active member of my local church (St. Thomas More Catholic Community), and children’s school (St, Thomas More School), currently acting as a Boy Scout leader, among other volunteer duties. In closing I would favor sound, financial decisions if elected to the Board, and to ensure that the SMFR continues to serve its resident’s, in the best possible manner. As such, I would therefore welcome the opportunity to serve and to further develop my talents as a member of the SMFR’s Board of Directors.

Laura L. Simon

Laura L. Simon is a native Coloradoan, having grown up in Fort Collins. She left Colorado to attend Mills College in Northern California where she obtained a degree in Economics in 1986. She worked in various business environments, including IBM, Citicorp and Arthur Andersen’s Systems Consulting Division (now Accenture) until she returned to Colorado to attend Medical School. She received her M.D. in 1998 from the University of Colorado and completed her internship at Presbyterian/St. Luke’s Hospital. She returned to her business roots in 2001 serving as a business development and corporate planning executive at Scios, Inc., a biotechnology company which was acquired by Johnson & Johnson in 2003. She left J&J in 2004 to begin raising her young family. She has two children, ages 3 and 4 1/2 years. Her husband, also a Colorado native, has resided in the district since 1996.

Dr. Simon currently serves on the Littleton Adventist Hospital Board of Trustees, the Littleton Adventist Hospital Medical Executive Committee, the Douglas County Schools Montessori School Board of Directors, and the Castle Pines Metropolitan District Water Conservation Committee.

“As a SMFR Board member, I will work to create collaborative relationships with neighboring fire, and other public safety, jurisdictions in order to provide the finest service to the public, a goal made more complex in this age of heightened security threats. Communication is vital and my goal will be to optimize the flow of information to the SMFR constituency. I support utilizing information technology to improve productivity and increase safety for both emergency response professionals and the public. SMFR will need to continue to transform itself as the landscape of emergency preparedness changes in the future and I am enthusiastic to be involved in this challenging, yet exciting, new era of the SMFR.”

Lou Schroeder

Lou Schroeder has been a resident of our South Metro Fire Rescue District and its predecessors for over twenty three years.

The most important things SMFR must always provide are short response times and full coverage, 24/7. Additionally, any mergers implemented must be accomplished with full fairness, equity and fiscal responsibility in the best interests of our present constituents and loyal employees, many of whom are prepared to work in potentially lethal environments on
a moments notice. The latter cannot be
better exemplified than by the fact that only a few years ago one of our Fire Lieutenants gave his last full measure of devotion to duty fighting a fire in a retail establishment only a quarter mile from Lou’s house.

He is experienced in the fire and rescue field, a proven leader and contributing member of the community.

Lou is an Eagle Scout and was his high school valedictorian in Sylavania, Ohio.

He was a badged (Licensed), active fire fighter for over seven years. Lou graduated from the U.S. Military Academy at West Point, N.Y., and spent over twenty years in the Army with many various Field Artillery and Airborne assignments and schools. Those assignments included two combat tours in Viet Nam and being a post commander with its own fully operational fire/rescue station.

He holds a masters degree in business, majoring in organization and finance.

Lou has been an oil field construction, maintenance & operations manager in Beeville, Texas, systems engineer on various aerospace projects for Martin Marietta and is now self employed in the finance and real estate businesses. He has a long record of community and volunteer service: PTO president of Trails West Elementary School, Cherry Creek District; president, Parish Council and member, Building & finance committees, renovation & enlargement project, Church of the Risen Christ, Denver; Development Committee, Assn of Graduates, U.S. Mil. Acad., West Point, NY; Board of Directors, West Point Society of Denver, 1988-present, three term president.

He is also active in local politics, working on a multiplicity of various candidate and issue campaigns from the state down to local level.

Lou was appointed to the Board of Directors, Cherry Creek Village Water Special District in 2006 and elected VP in 2007.

Additionally, he was elected to the Board of Directors, Colorado Union of Taxpayers (C.U.T.) 2008.

For our SMFR district he sees a only record of continuing and improving our performance of duty to provide the highest levels of excellence in service and responsibility for the lives and property of our constituents while ensuring that each SMFR employee is afforded their rightful opportunities for rewarding service in a district that fire rescue people want to choose to seek employment.
