Parks Authority Update to Castle Pines Connection – 6 Jan 09

by Anna Mallinson

Despite some setbacks the CPN Parks Authority is continuing to move ahead with Lagae Park, there are still a number of issues to be resolved before signing the final design contract but this will be achieved. Progress could not have been made without collaboration and agreement between the Parks Authority, the CPN Metro District, the CPN Master Association and latterly the City of Castle Pines North to give CPN a great new facility in Lagae Park

Lagae Park is made up of three parcels of land, the informally named “HOA1 Dead Zone” and Tracts A and D. Ownership of the “Dead Zone” has now been transferred to the City. Transfer of ownership of Tracts A and D to the City have yet to be finalized.

The PA, Metro District and City have all agreed and signed a License Agreement that gives the PA, MD and their contractors access to work on the above named land, once final ownership is transferred.

Thanks to some extensive work by Bruce Thompson on behalf of the PA and the MD all the grading plans for the site are now approved.

The next step is to move forward with grading the land and installing the water/sewer infrastructure. This would usually be paid for by the developer but due to the downturn in the economy he is unable to do so. However, the PA and MD agree that this community needs and wants Lagae Park so the Metro District have agreed to finance the grading and infrastructure, with the understanding that the Metro District will be able to obtain a reimbursement agreement with the developer. This will ensure that there is no delay in the opening of the school or the park.

The PA has agreed that the money to fund this can come out of the MD budgeted line item for Parks and Recreation. With this requested assistance from the MD the PA is now able to have sufficient funds to build a beautiful park.

Once all these items are in place then the PA will contract with Design Concepts for the final design of the park. We would like to thank Design Concepts for their patience with us during this time, and we hope we will be able to provide a superior park facility for the CPN community. Design Concepts have constructed some fantastic parks in our area over recent years, the most recent being Bison Park in Castle Rock, and we look forward to having our own great space soon.
