CPN Meeting Monday, April 21 at 6 p.m.
for response to Xcel Energy power line proposal

The CPN Master Association will host a work session at CPN's Community Center (7402 Yorkshire Drive) on Monday April 21 at 6 p.m. The purpose of this meeting is to work on compiling CPN's community response to Xcel's power line expansion proposal.

We encourage any and all residents who wish to work on this project to attend the meeting. If you'd like to help but can't attend the meeting, or if you just want to voice your opinion about the issue, please send your ideas, views, and questions to powerlines@cpnhoa.org.

  What is Xcel proposing?

Xcel Energy is considering "rebuilding" one of the power transmission lines that go through CPN and other parts of Douglas County, as part of their efforts to expand capacity for electric service in Colorado.

Xcel will decide soon whether they will pursue this project, or select an alternate solution, to build a totally new transmission line in Elbert County. They would like to begin construction of the chosen alternative in 2004, with completion in 2005.

Our community will be impacted in several ways...

If Xcel decides to opt for working with CPN's existing power lines, our community will be impacted in several ways. For example, our current power line structure(s) will be re-built and will be obviously visible from all areas near the line(s) - - the CPN entryway, parks, schools, and open space.

Wrap-Up From Xcel Energy's April 16 Meeting in CPN:

More than 90 CPN residents attended Xcel Energy's Public Open House on April 16, in which Xcel answered questions about two expansion possibilities for significantly increasing Colorado's power supply.

    The two possibilities being:

1)

Rebuilding, and making larger, existing power structures in a corridor that travels through CPN and other parts of Douglas County. There are currently 3 power-line structures in the corridor that goes through CPN and other parts of Douglas County; two are large and there's one smaller one. If Xcel pursues this project, they would rebuild the eastern structure with a taller metal structure that would carry two lines.

2)

Building an entirely new transmission corridor through rural Elbert County.

Following are some of the questions residents asked, with a NON-QUOTED summarization of Xcel's answers:

Q

If CPN's power lines are rebuilt for expanded capacity, how will the new structures look and how tall will they be, compared to existing structures?

A

The new structures would be a taller metal structure, with a brownish color.

Where can you see an example of the power-line poles that would be used here? There's not an exact sample nearby, but here are locations to see similar size or color:

To see an example of a power line structure that is a similar size, check out existing transmission lines at 470 and Quebec.

To see other power-line poles that have the same color as the ones that would be used in CPN, see the power lines at Founders Parkway and Highway 86 (east of Castle Rock), or at Santa Fe and 470 (north of the old Hugh M Woods building.

Q

Will larger power lines mean more environmental hazard and more "magnetic fields" for CPN?

A

The new power lines would not produce a louder buzzing noise, and there would be no increase in the area affected by the magnetic field.

Q

Why can't Xcel just bury the lines?

A

Xcel indicated that burying power lines such as these would cost up to $10 million per mile, and that the only times they have done so, the property owners in the area foot the bill.

How can I get more information about this?

Visit the Xcel web site for more information about this possible project.

If you have any questions or comments about CPN's response on this issue:

How can I express my opinion on this:

Xcel gave residents the opportunity to fill out opinion forms at last Wednesday's meeting. If you did not complete a form the night of the meeting, you MUST send it to Xcel by Wednesday, April 23! Fax it to 303-571-7877.

If you did not pick up a copy of the form, download it here.

Also please share your thoughts about what CPN's response should be. Fax a copy of your Xcel comment sheet to the CPN Master Association at (303) 482-3078, or send an email with your ideas to powerlines@cpnhoa.org.
