1. CALL TO ORDER
A. Introductions/Roll Call/Absences
The March 15, 2007 meeting of the CPN Master Association Board of Directors was called to order at 7:07 p.m. A quorum was established.

B. Board Meeting Process
Guests present where given a copy of the Homeowner Input Guidelines.
C. Approval of Agenda
MOTION by Necker to approve the agenda; seconded by Havercroft-Miller; motion approved and carried.
2. MINUTES February 15, 2007 Minutes
Spelling corrections to draft 1 of the February minutes were noted and changed.
MOTION by Hoffman to accept the February 15, 2007 minutes; seconded by Havercroft-Miller; motion approved and carried.
3. OPEN FORUM
There was no one present requesting to speak during this time.
4. METRO DISTRICT
Metro District Board member, Ted Lohr was present to comment on recent Metro District activities. He noted that the district is spending most of its time looking for renewable water and funding for this water.
It was highlighted that the District will be updating The Retreat Park with new play features.
The Next Metro District meeting is next Monday, March 19, 7:00 p.m. here at the CPN Community Center.
5. PARKS AUTHORITY
Cygan reported that the new regional trail from Coyote Ridge Park to the north will begin construction in late March and be of a soft surface material.
Cygan distributed a recap of the Parks Authority meeting that was held this morning. After reviewing CPN Metro District projects and focuses, the park plan for the LaGae Development was presented. Lengthy discussion followed concerning the future use of the fields if athletic clubs are being consulted on the project and the possibility that commitments are being made by the developer for future field use of proposed CPN ball fields. There was also discussion about the park being local versus regional.
Colling noted that there is still no true design plan for the proposed park at LaGae and the financial pieces are now being looked into.
Douglas County is having the original financial information updated on the Castle View project to see where the original plan stands in today’s construction dollars. Colling stated that the CPNPA is not moving forward on anything until they get more financial information from the county. The Walgreens retail area will also affect Castle View and any decision making needs to wait until the Walgreens plans are finalized.
The Parks authority reviewed and considered the current time line for the proposed LaGae Park. Other county processes were discussed that could affect the LaGae project as well as the possible incorporation of CPN. The Parks Authority plans on contacting and meeting with community organizations to receive feedback on various aspects of future park planning for CPN.
6. CPN INCORPORATION
A. Update Shul
Shul stated that the CPN Election Commission has been named and is made up of eight residents who will begin the process of structuring the election process for the incorporation vote.
Shul reported that CPN homeowners should have received the most recent special edition of The Connection on their front door.
Shul noted that the judge has dismissed Castle Pines Village case to dismiss our application for incorporation.
CH2M Hill has the initial financial numbers for ready for residents. There will be a meeting have the first part of April to present this information. There will also be an information meeting on March 21st for resident who have not had the opportunity to attend past informational meetings. Shul encouraged all to attend these meetings.
B. Incorporation Communication
Emails continue to be sent by the Preservation committee informing residents of important incorporation information. Special editions for The Connection are published as needed and residents can find current information on the committee’s website, www.cpnpc.org
7. MANAGEMENT/FINANCIAL
A. Monthly Financial Report
Monthly financial & Statistic Report
McDade distributed the monthly financial and statistics report for February and the March payables. The Association has a total of 3,242 Master Association member homes as of February 28, 2007 with a total of 12 closings in February (12 re-sales, 0 new and 0 lots). 2007 Annual Dues invoices were mailed to members February 15, 2007 and as of the end of February we have process approximately 684 payments.

Approval of the March Payables
Gilbert MOTIONED to accept the March payables; Havercroft-Miller seconded; motion approved and carried.
8. MASTER ASSOCIATION SERVICES
A. Communications
Newsletter
Roberts reported the April/May Connection is in production now and is set to contain 28 pages. Roberts review some of the articles that will be in this issue.
Website
Gamble noted that www.cpnhoa.org received on average 921 unique visits per day for February. Both cpnhoa.org and cpnpc.org are being updated regularly to help keep residents informed with current information on community issues. Online registration for the May Community Garage sale is up and running for all residents who are interested in participating.
Email Request
Roberts stated that emails are being sent out regularly and any requests for addition should go to editor@cpnhoa.org.
Welcome Coffee
Roberts stated that the Association is hoping to hold the next Welcome Coffee in April but, there is no set date at this time.
B. Business in the Pines
Kollmar announced that Business in the Pine now has 34 members including associate members and has an executive committee, by laws, and tax ID number. She noted that there are several Castle Pines Village businesses that have joined even though Kollmar is not actively pursuing the Castle Pines businesses.
Kollmar reported that Market in the Pines is working on its summer location and event details.

9. COMMITTEE COMMUNITY ACTION
A. Development/Referrals
CC-20 Update
The committee is currently working on the site improvement plan for the CC-20 patio and townhomes. The area will include 20 townhome units and 27 patio homes.
Castle Pines Community Church
No update. This item will be removed from the agenda until July’s meeting.
The Ridge T Mobile Cellular Light Pole
The Association is in receipt of a planned light pole cellular tower to be located just off the satellite parking lot at The Ridge Golf Course. The DRC Committee is working on this plan and with residents who are affected by the lighted structure and T- Mobile.
LaGae Ranch Update
No update.
Castle Pines Business Building
The Association is in receipt of a referral for a new business building just to the west of Colorado Capital Bank. The building is two stories and will resemble the existing structures.
B. Safety Committee
Community Safety Issues
Conner reported that there are no new safety issues to report on.
South Metro Fire and Rescue continues to work on the new fire station sight off of Monarch at Hidden Pointe Blvd.
Emergency Preparedness Guide Distribution
Most communities have picked up their copies of the Douglas County Emergency Preparedness Guide. Remaining guides can be picked up by contacting the Safety Committee at safety@cpnhoa.org There will be an article in the Connection on how remaining communities can obtain copies for their residents. This item will be taken off the agenda.
Community Safety Volunteer Program, Public Safety Calls Report, Neighborhood Watch Program
Langley-Finnegan distributed the most recent statistics for dispatch calls to sheriff, fire and rescue services in the CPN area and the sex offender list.
She announced that the Douglas County Sheriff’s Office Community Safety Volunteer Program started in February, 2007 with 20 new recruits and it is going well.
Wiebold also noted that an article will be going in The Connection covering recent mail box thefts in CPN.
C. Air Traffic Committee Update
Shul reported that CH2M Hill is working on their forecast of future airport operations. They are currently 75% complete and have a target date of June, 2007, for the public input portion to begin.
Shul noted that Centennial Airport, along with many other organizations, is fighting the Tanterra Development which would have an impact not only on Centennial Airport operations, but would potentially close one east/west runway, which could result in more flight patterns over CPN.
The developers have taken it off the table before Centennial City Council for 6 months while more talks and a study can be done.
Many are concerned not only about the safety factor, but the future of the airport if this development goes in.
10. OLD BUSINESS
A. Daniels Park and Daniels Park Road
Saenger reported that there is nothing new to report at this time.
B. Highlands Ranch Wildcat Trail
There is nothing new to report at this time.
C. Visa Card Application
Shul reported that this item continues to be worked on.
11. NEW BUSINESS
A. Huntington Ridge and Claremont
Huntington Ridge and Claremont residents met with CPN representative this evening. This meeting was to help give these residents direction for covenant compliance because these homes do not belong to a sub association. The Master Association will be in contact with all residents reintroducing the covenants and providing a means for compliance complaints.
B. Forums for 2007
Shul noted that the next forum focus will be on Xeriscaping however, incorporation meetings will take priority and this forum may need to be held a little later in the year, as time permits.
