  Meet the new Metro District Manager    
 

After meeting and chatting with Judy Dahl, it is easy to see two ideals that are foremost in her mind: communication and conservation. She became the Metro District's Manager in August of 2001, and she plans to focus on both of these to benefit our community.

A native of North Dakota, Dahl has lived in Colorado since 1979, when she began her career in public administration and local government. She graduated from Regis University with degrees in Business Administration and Accounting. Working for CPN Metro is the ideal opportunity because she loves the outdoors and is committed to the preservation of our natural resources and to the safe and effective operation of the District.

As the Metro District Manager, Dahl is responsible for the overall supervision of the water and sewer systems, parks and recreation, open space and drainage for our special district. And no, she has nothing to do with trash pick-up, when your pool will open, or your homeowner fees!

The only bills sent to residents from the Metro District are the monthly water and sewer bills. In addition, the Metro District collects tap fees, infrastructure fees and parks fees from developers and builders, which helps defray infrastructure costs and reduce debt.

Water and sewer infrastructure in our District includes nine wells, a water storage tank, a water treatment plant, and eight sewer lift stations. Included in the Metro District's goals are plans to drill more wells and build another water storage tank.

Other goals that Dahl has set for the Metro District include developing a trail map, finalizing Coyote Ridge Park, giving the Retreat Park a facelift, and beginning development on the South Park adjacent to the Community Center.

In conjunction with that, the Metro District is working closely with the Castle Pines Parks Authority and the Master Association to conduct a feasibility study for possible construction of a Recreation Center.

"I consider (a Rec Center) to be the last amenity that will finalize development in CPN," Dahl says. "It has been a long term goal of CPN and the residents who live here for quite some time. I think it's a great idea, and I hope it goes forward."

Judy serves as the Metro District's representative to the Parks Authority and was elected that Board's President. For the complete Parks Authority Board list, see page 15..

Dahl also says she would like to continue increasing communication with residents. "We're here to serve the residents of CPN and we would like to know if people have a complaint or problem with something so we can fix it."

One of the major areas where Dahl wants to serve the residents is in increasing our understanding of water supply, use and conservation. The Spring issue of the Connection will have a complete guide to watering schedules and some tips on water conservation, but Dahl says that generally, sufficient irrigation for our lawns and shrubs is 20 minutes per zone every third day. The best time to water is after 10 p.m., and before 5 a.m., this reduces the daytime demands on the system and reduces water loss from evaporation.
