There's
been quite a bit of discussion in the community lately about
the recent growth in our area.
As
noted in recent media reports, the pace of growth in Douglas
County has slowed a bit, but not stopped. CPN's recent construction
boom is consistent with the zoning that has existed for many
years, and we have a good idea of what to expect going forward.
What
can you do?
Despite residents' natural desire to have the community remain
as it was when they moved in, we must recognize the reality
that the area will be built out as had been planned many years
ago. We don't have any powers to say "don't build."
But we do have a chance to help influence how the building
occurs, by working with the developers and the County on specific
projects. CPN residents have been successful in impacting
traffic patterns, lighting, landscaping and buffering, and
design of buildings to be more compatible with our area.

The Castle Pines North Master Association is pleased to announce the addition of the team of Ideahouse Marketing to continue to develop relationships with our advertisers and corporate sponsors.
The team of Sharon Kollmar and Stacey Wurtz will handle the Advertising duties being vacated by out-going Advertising Manager Sharla Calloway.
Ideahouse Marketing will build upon the foundation Sharla established with our newsletter advertisers. In addition, they will form alliances with businesses that want to have a presence on our website and at Master Association events.

Parkway, west of Monarch
The first signs of construction of CPN's new elementary school have begun, on the western portion of the vacant land north of the Parkway, west of Monarch. See schools article on this page for details.
Gas Stations, etc...
The gas tanks have been removed from the old Total station, and the owners are currently marketing the property. No news yet. Texaco has been bought by Shell, which should mean a change of color from red to yellow, if nothing else. King Soopers is almost finished with their fuel station for club card members, and Safeway still plans to build one, too.
A Starbucks and a bank will be built near the LaGae Road entrance to the King Soopers. Another bank, with five drive-thru lanes, will be built next to Wendy's.
LaGae Road
The new LaGae Road will have a traffic light by the end of the year, and will extend from Castle Pines Parkway south to Castle Pines Village's new North-East Gate, when it opens before the end of 2002. This road will NOT connect to Monarch Boulevard at this time, although it could at some point in the future. Now Open
Here's what has recently opened for business:
Safeway Center: Lady of America Fitness, TGF Haircutters, Red Umbrella Deli and Catering.
King Soopers Center: Heritage Cleaners, Magic Nails, Papa John's Pizza, Eastridge Chiropractic, Castle Pines Liquors (moved from Village Square).
Village Square: Castle Pines Orthodontics, Castle Pines Veterinary Clinic.

Commercial areas. Plans are being submitted for development of some of the retail pads in the Safeway and King Soopers centers Wendys will be built in the Safeway area, and both Safeway and the King Soopers are planning to build club card gas pumps. Additional plans for other buildings on the pad sites are expected over the next several months.
There have not been any proposals yet for the remaining commercial land in our area, which includes a parcel north of Castle Pines Parkway (next to the Montessori School), another parcel south of the parkway (between the power lines and Royal Hill), and the large parcel at the northwest corner of Monarch and Castle Pines Parkway. The western portion of this site will contain the new elementary school, however the property owners have not yet submitted any plans to convert an additional portion of this site from commercial to residential townhomes, as had been discussed last fall.
LaGae Ranch. Starting this summer, the new LaGae Road will be built on the ranch; this will extend from the King Soopers south to Castle Pines Village. But there is no development currently proposed on the portion of this ranch that is currently zoned agricultural. There has been some grading activity on the ranch immediately east of Royal Hill; this has been related to moving the dirt that was removed from the King Soopers site. This area is to be re-seeded and returned to ranch uses.

Safeway Center has announced leasing for:
- Lady Fitness of America (fitness classes and programs) -5400 Sq. Ft.
- Physical Therapy Clinic-1920 Sq. Ft.
- Gourmet Take-Out Deli-1300 Sq. Ft.
The King Soopers expects to open in July 2002. They have announced some initial tenants:
- The liquor store that is currently in Village Square will move to the King Soopers center.
- Other tenant announcements include dry cleaning, nail salon, a discount hair salon, a mailing/packaging shop, a chiropractor, insurance agency, and a financial services company.

Wendys has announced plans to build on one of the outlying pad locations in the Safeway center. Both the Safeway and the King Soopers are planning to build club card gas pumps. A library branch will eventually be located in one of the commercial centers.
The leasing agents for the various properties report that they have several other deals in the works which would bring more variety to the services offered in our area, including several of the business types that CPN residents have indicated they would like to see. Well post news once formal announcements are made.
Many CPN residents have commented on the choice of businesses that are opening in our area. Ultimately, its a private business decision as to what businesses choose to lease space. Many of these businesses will now be competing for our patronage. CPN residents, as the primary customers of these shops, will vote with our feet and in that way will influence whether a particular business succeeds. Like it or not, the commercial buildings are going to be there, so the real question is the mix of services that will be offered. There's alot of activity around our community:
Lagae Ranch, south of the parkway, west of the power lines: Related to moving the dirt from the King Soopers site. The latest word is that they're about done; they need to finish placing the dirt correctly for drainage purposes, then they
will start re-seeding.
Castle Pines Village, southwest of Noble Ridge: A portion of the area south of Turwesten, and west of Horan and Ian Courts, will see grading activity this summer related to construction of an underground water storage tank. Adjacent property owners are currently reviewing the plans for the tank. If you have questions on this, contact CPN's Development committee.
North of CPN, where Monarch meets McCarther Ranch Rd: There's a LOT of bulldozer activity up there! This relates to construction of the new Middle School/ High School complex that will open in 2003/ 2004. The future "Wildcat Regional Park" that is the subject of the County's April 29 public meeting will be located southwest of the school complex; they haven't started the grading for the park yet.
And what about our new Elementary school? The school site is on a portion of the commercially-zoned land at the northwest corner of Castle Pines Parkway and Monarch.
No grading yet. Elementary schools don't take as long to build as a middle/high school complex, so that project is still in the design phases. We don't have a date yet when to expect construction to begin.

Castle Pines Village - Most of Castle Pines Village is already planned out, but the very northern tier of land, immediately south of Forest Park, Kings Crossing and Noble Ridge, still needs to get final approval. Basically, this area will be built out as relatively large-lot home sites. The plans for this area are now being submitted to the county, and we will have a chance to comment on the plans soon. We are currently doing comments on plans for a new underground water tank that will serve Castle Pines Village that will be adjacent to some homes in Noble Ridge.
The apartment complex that is near the Safeway and Village Square commercial area is coming along quickly, and they expect the first residents to move in soon. Construction of all units expected to be completed by January 2003.

We as a community don't have control over the development in our area, nor do we have any control over the specific businesses that choose to set up shop in the commercial areas that serve our residents. Homebuilder DR Horton last year contributed more than $400,000 toward building Coyote Ridge Park, and this year they will provide the sod for the baseball field.
All the builders in our area are required to pay a "parks fee". However, DR Horton has already exceeded their required contribution by almost $280,000. CPN residents are grateful for DR Horton's financial assistance as we work to meet our goals of more parks for the neighborhood.

The
100-acre area along Castle Pines Parkway and I-25 has been zoned
for business development since the mid 1950's, before there was
an I-25, a Castle Pines Parkway, or any of our homes (in fact, before
many of our homeowners were born). For many years, the only activity
was the "Country Store" (now the Total Station).
There's
recently been a boom in businesses that want to service all of us
who now live here. First we had BankWest, Village Square, and the
Texaco station. Now we have the Safeway Center, and soon we'll have
a King Soopers Center and a BP Amoco gas station (currently under
construction north of Castle Pines Parkway near I-25, on the old
BankWest site.
Many
residents have said, we like having some services, but isn't this
a bit much? The reality is that this is a market decision, to
be made by private businesses.
What
else can we expect? You have likely noticed the commercial "for
lease" sign on a lot north of Castle Pines Parkway, next to
the Montessori School, but no specific development plans have been
submitted yet for this parcel. The lot east of the new BP Amoco
station is also available. And the remaining commercial land south
of the Parkway, between the King Soopers site and the homes in Royal
Hill, is expected to develop soon (see Lagae Ranch for more information). Want to get involved?

CPN's
Master Plan zoned the 23-acre parcel at the northeast corner of
Monarch and Castle Pines Parkway for retail services such as a grocery
store, or for business uses such as office space. The landowners
now intend to rezone some of the land:
- Of
the 23 acres, about 7 acres immediately next to the intersection
of Monarch and the Parkway will remain zoned commercial, with
the intent to seek "community friendly" uses such as
a day-care business or a small professional office building.
- The western portion of the site, 10 to 12 acres, would be downzoned to accommodate approximately 130 townhomes that would appear to be large "manor-style" homes, with driveways on the interior of the complex.
- At the northeastern quadrant of the site, 5 or 6 acres will be dedicated to the Douglas County School district as the site for CPN's second elementary school (see Schools).

The
portion of the Lagae Ranch that is immediately south of the Parkway
and west of the power lines, is zoned for business and we expect
a proposal to be submitted during 2002. Members of our community
have had talks with the landowners in hopes that any development
proposed for the site is community-friendly. Stay tuned for more
news on this area.
The
remainder of the Ranch is zoned agricultural; the family that owns
the Ranch has been considering developing the land but they have
not submitted specific plans or indicated when they intend to do
so.

The
King Soopers store recently got final county approvals and is expected
to open in the summer of 2002. You can now see the location
of the road that will be used to access the store. A traffic signal
will be installed at the new intersection with Castle Pines Parkway.
The
grading activity west of the power lines, near many homes in Royal
Hill, is NOT related to new development! Some of the dirt being
removed from the King Soopers site is being moved to this portion
of the Lagae family ranch. When they are through relocating the
dirt, these areas of the ranch will be re-seeded. In the future
we expect there will be development on this land, but nothing specific
is proposed at this time.

Melanie
Worley, Douglas County Commissioner for District III, which includes
Castle Pines North, was selected as Commissioner of the Year by
her peers at Colorado Counties, Inc.
The
organization said that the award honors the county commissioner
who consistently goes above and beyond the call of duty by participating
at a level that benefits counties across the state.
After
being selected to fill a vacancy in January 1999, Worley was elected
by residents in November 2000 for a 4-year term.
She
is committed to finding regional solutions to metro Denver's transportation
and air pollution problems. She is vice chair of the national Association
of Counties Airports Subcommittee, and is a member of NACO's transportation
and telecommunication committee. Prior to her appointment as commissioner,
Worley served on the Douglas County Planning commission for three
years.

What's
happening with the bulldozers on the Lagae Ranch, south of Castle
Pines Parkway? The activity east of the power lines is related
to the future King Soopers store. The store recently got final county
approvals; construction will begin as soon as grading is completed,
and the store will likely open in the summer of 2002.
You
can now see the location of the road that will be used to access
the store, marked with a plywood sign marked "King Soopers." By
late 2002, this road will extend south to connect to Castle Pines
Village's new North-East Gate. The Lagae Road will NOT connect
to Monarch Boulevard at this time, although it could be connected
at some point in the future.
A map
of the road location will be available on the web site soon, and
will be available at Master Association meetings.
The

The
Safeway Grand Opening was on December 2nd at 8:00 am. The
store offered a cordial welcome to join this event to any of the
residents who attended.
Located
at 560 Castle Pines Parkway, this is the first grocery store to
come to us. It will be open 24 hours a day. The manager is Brent
Row.
This
full service Safeway includes Starbucks Coffee and Kodak One-Hour

Buffalo
Ridge Elementary School Receives Donation from Safeway:
A special "Thank You" to the new Castle Pines Safeway
for their generous donation of $5,000 to Buffalo Ridge Elementary
on December 6, 2001. The donation will be used to install FM systems
in the classrooms.
