    SEPTEMBER 2001:

Are we ready for a CPN Recreation Center?

(Back to the latest survey results)

And MORE of what you've had to say about it...
    from Nov. 1 through Dec. 31, 2001:

12-9-01 "This is probably asking a lot of money from all to benefit a very few."

12-5 "I favor a resonably priced quickly available small Rec Center. This would keep me from moving."

12-4 "A recreation center would be far too expensive because we are lacking the population base to support it. What will end up happening is that 100% of the community will subsidize the 15% that actually use the facility."

11-19 "The question is funding. The community should not be taxed for what generally is a special use facility. I have kids so I would use it but I still believe that if the community provides the land & customers that an outside entity should build it with a for profit motive. That way those who use it pay for it and in the long run it will be a better customer focused facility, not a government run mill stone. So yes I want a facilty that I can join based on the services provided and if the services are not provided I can quit or go elsewhere. It should not be mandated via taxes."

11-15 "I'm not sure I agree with process that is being employed. Rather than the community being able to see and hear actual plans prior to funding this project, we are being asked to fund it first, and then hear what we are getting second. Reasonable dues increases make sense, but not a 16 year "catch-up" in the span of 3 years (based on a dues increase back in 1999 - from $82 per year to $100 per year). Let's determine what it is that our community desires, wnat we can afford, and what (if any) future dues and membership fees would be required to make a Rec Center a reality. Also, what requirements would these figures be based on (e.g. the number of dues-paying homes, the minumum number of fee-paying members, who guarantees the bonds (if any are used). My feeling is that our community needs feasibility study results & answers first, then lets bring it back to us for decisions. Please don't assume that because you are a delegate to the CPN Master Assn that your community supports your desire to move forward with this project."

11-15 "Why don't you replace the sprinkler systems in the common areas and parkway, which haven't been working properly for years first, before you start thinking about wasting the homeowners money. Also, plant trees in the parkway that have died from no water. Give me a break!!!!!!"

11-14 "If I wanted a rec center, I would have moved to Highlands Ranch. I don't want to pay for this, if it is built and doesn't pay out, who pays. What's the down side risk. People have every right to go join athletic clubs, those who choose not should not have to pay for who choose. I see nothing wrong with using the Castle Rock Recreation Center. Has anyone asked Castle Rock if they plan on building an additional Recreation Center, if so what's the impact to this proposed project? Without detail plans, obtaining easment waver from the power companies, possible environmental impact study, costs and risk identified, this doesn't sound like a prudent capital expenditure. What size facility, parking spaces, size and number of athletic fields. In addition, it should be voted on by the homeowners."

11-14 "I attended the annual Master Assn meeting this past week and it was the first I heard about the proposed rec center for CPN. We feel strongly that the Parks Authority should foot the bill for a feasibility study. There is money in the budget which can be allocated for the study. It should run around $40,000-$50,000 max. No way should the board vote to increase the Master Assn dues by 115% just to fund a feasibility study. Even if the funds were not already available, that is way too much to assess for a $40,000 feasibility study. That is $200,000 and what happens to the balance of our money? As a resident of CPN I want to know exactly what the initial cost will be to build such a facility and what the ongoing costs will be to maintain such a facility BEFORE the Master Assn increases my dues to cover something that may not even be wanted by the community or be economically feasible. You don't raise the dues first and then find out, the proper way is to use current budget dollars to fund a study, if the majority of the community wants the study, and then tell us what the proposed costs are and how much it will raise the dues to fund whatever is proposed. PLEASE send out another survey to ALL the residents so that everyone can voice their opinion. A mere 299 surveys from last year is in no way representative of the current community of almost 2,000 homes. Thank you."

11-3 "Let a company such as 24 hour fitness build a building and make a profit, not the community."

11-2 "Would LOVE a rec center in cpn!... yes, increase of dues ok. Please no roller hockey!...."

11-2 "Everything should be subscription based. Already pay enough taxes and hence do not want to pay more dues over and above all that I pay. If I want to use any of the facilities if the center is built, then I would prefer to pay a higher membership. Am on the road all the time and hence I feel that "why should I pay for something I will never get to use"!!"

11-1 "Being a senior, I wouldn't use all of the facility, but I think it's important to provide for the youth in our community."

11-1 "First voted yes then read comments on increases and thought oops bad idea. I also worked at a rec center and yes it is a babysitter. Also caused a lot of traffic problems. Am recending vote of yes!!!!! Can't afford anymore taxes."

11-1 "Our entire family would love to have a facility like this in our community -- and we would use it!"
