Linda Nuzum called the May 17, 2001 meeting of the CPN Master Association
Board of Directors to order at 7:10 p.m. Introductions of all in attendance
were made. A quorum was not in attendance. The meeting proceeded with
discussion of agenda items but no motions of approval could be made.

Open
Forum
The
BP Amoco representatives, Ron Geurts and Vitas Maciukevicius, presented
the plans for the BP Amoco station to be constructed northeast of
I-25 and Castle Pines Parkway, adjacent to homes in the Beverly Hills
neighborhood. They introduced the company, British Petroleum Connect
as a new owner for Amoco with a new look. They are now BP Amoco and
are building new stations with the new name all across the country.
The gas station is a 24-hour operation. They will include a car wash
and Deli restaurant (The Wild Bean) in their facility. Access would
be via the newly lighted intersection at Castle Pines Parkway and
a new extension of Debbie Lane, which is part of the plan for access
to the Safeway. The BP Amoco representatives stated that they have
already made design modifications based on the County's comments in
wanting Amoco to meld with the existing buildings, and are willing
to work with the area's HOA's to mitigate residents' concerns. Discussion
included the need for buffers to minimize the visual and noise impacts,
with possible solutions being a sound wall, a higher berm, and modifying
the landscaping plan to increase the number and size of trees, and
to use some Evergreens as opposed to deciduous trees for shielding.
Other discussion included the need to alter the lighting plan for
lesser impact, and to consider limiting the hours of operation,
particularly for the car wash. There was also discussion of the need
to review the traffic flow for the Beverly Hills neighborhood, and
the need to provide pedestrian access. The original Referral did not
allow the normal 35-day comment period for HOA's to submit their comments,
but we have received an extension so that comments are now due at
the County by May 25. CPN, Charter Oaks, and Beverly Hills HOA's will
work together to prepare a common set of comments. Beverly Hills residents
split off from the CPN meeting and went with the BP Amoco reps to
discuss issues further. |

Committee members Eva Mitchell reported that she has recruited two
new members for the committee, Harley Rinerson and Darrell Jordan.

B.
Action Committees:
Daniel's
Park Road The County held a public meeting on May 3 to review
their plans for paving of a portion of Daniels Park Road, continuing
the paving that exists today (the first mile north of Hwy. 85) 1
½ miles further north. For this phase, the paving will end before
the steep hill south of Castle Pines Parkway. The County will proceed
with this project despite opposition from some adjacent property
owners, however they are making design changes to accommodate some
of the concerns expressed at the meeting. Nuzum is a member of a
new committee that the County is forming to get public input on
the design. Nuzum has also been invited to join the "Friends of
Daniels Park Road," a group of residents who wish to protect the
road and the park, and will work toward completion of the trail
system adjacent to the road. Nuzum
noted that there will be many other issues for Castle Pines North
when discussions begin for paving the road up the hill and north
into Highlands Ranch. We will form a new committee to follow this
issue. Maureen Shul and Cindy Garten volunteered for this committee,
and Dick Lichtenheld indicated he will want to participate in discussions
of the trail.
Roads/Traffic
The meeting with Larry Corcoran from the County and a member of
the Sheriff's Department was held on May 10. Corcoran said the County
plans to widen CP Parkway to 4 lanes, with funds contributed by
the adjacent commercial developers. At this time there is no specific
date or budget for widening the bridge over I-25, however the County
and CDOT have reached agreement on who would fund the work when
it is done (CDOT would pay to replace the 2-lane bridge and the
County would fund expanding it to four lanes).
Concerns
about the traffic lights were discussed and the County reiterated
that the spacing of the lights meets traffic engineering standards,
and if there is any problem with traffic flow, the timing would
be changed. The County is confident that the traffic signals will
slow down speeding along the Parkway. The meeting also included
discussion of actions that could be taken for other traffic issues,
such as "blind" intersections and methods for reducing speeding
and improving safety. The County's traffic engineering policies
do not support use of many frequently suggested "traffic calming"
strategies such as roundabouts, dips, and "extra" stop signs that
are not otherwise warranted by traffic volumes.
Schools
No report update.
Telecommunications
Qwest has extended an easement agreement with HOA1 for access to
HOA land that is needed for DSL service, however Qwest did not make
any commitment when they would provide DSL service to the CPN area.
As of the meeting date, Air Blaster has not yet signed a contract
with the Metro District to install the antenna in the Community
Center tower.

C.
Parks Authority:
Lictenheld reported for Cygan. A Focus Group of community residents
(including children) held a meeting last night to recommend playground
equipment. There will be a special meeting of the Parks Authority
next Tuesday to discuss these. Grading for the park is under way.
The Parks Authority want everything up and operating by August 1
for the park grand opening. D. Social McDade reported Cygan had
to obtain more signs for the Garage Sale. People are asked to please
pick up signs and return them to the Community Center following
the event. A firm date has not yet been established for the summer
event, Picnic in the Park. Tentatively talking about August 11.
McDade is working with our Insurance Company to learn what restrictions
and options exist for the serving of alcoholic beverages at this
event.

Social Events:

F.
Newsletter/Website:
A meeting was held last week with several CPN Board members,
and our Newsletter, Web, and Advertising staff. Webmaster Susan Novreske
has added several new things to the web site such as gardening, and
a service list. Newsletter Editor Kathleen Nash is targeting another
newsletter to be sent out this summer, and for future issues, she
is exploring options for changing the format to a newsprint type copy.
This would let us print the newsletter more economically, and to go
to a larger format that could accommodate additional community news,
neighborhood news, and additional advertising. Advertising coordinator
Sharla Calloway has been inundated with advertising requests. When
we settle on the revised Newsletter format, we will also revise the
advertising rates and create a package rate for newsletter and web
advertising. |

Business: |

A.
Master Association Inclusions Falcon Homes/Estates at B.R. No
new information available at this time.
B.
Hidden Pointe Nuzum and Hidden Pointe developer Steve Elken
have exchanged messages but have not yet talked. The Master Association
has just received the list of homeowners maintained by the Hidden
Pointe HOA's management company, to reconcile with our list. The
Annual Meeting for Hidden Pointe will be held on June 16. Nuzum
will attend, and we will have the Parks Authority present the status
of the new park.

New
Business:
A homeowner from HOA 1 sent a letter to the Master Association regarding
covenant violations that had not been resolved. The Master Association
is an "umbrella" association and does not enforce rules and regulations
for sub-associations. Dick Lichtenheld, the chair of HOA1's covenant
committee, was present and explained the actions that HOA1 had taken
to date. HOA1 is planning to develop new procedures for violations,
similar to the ones that HOA2 recently adopted. Enforcement was
referred back to HOA1 for action. Dick will contact the homeowner
who filed the complaint.

Management/Financial:
A. Financial Report McDade reported on the financials and
acceptance is tabled for next month's meeting. McDade needs authorized
signatures on signature cards for the bank. Activity on the Status
Log indicates 35 closing requests since the last meeting. (24 new
and 11 resales).
