Survey shows interest in recreation center
In July, an independent research firm, Leisure Vision, conducted a scientific poll of CPN residents. What were the results, and how did the Recreation Center Committee use the results in formulating the proposal?

Clear priorities for amenities to include. Respondents gave top priority to the 5 facility components that are included in the proposal - aquatics, weights/ cardiovascular equipment, a gym/ multipurpose court, aerobics/ fitness space, and a running/ walking track. Ballard*King advised that these amenities are also the top priorities at indoor centers in Colorado and around the country. (see slide Q9 at right sidebar)

Slide: The question posed:
Potential Features that respondents would most likely use.
How frequently respondent households would use a rec center if it had features they most prefer.
Preferred way of paying to use a new indoor rec center if it had the features most preferred.
Level of Agreement with various issues regarding the development of a rec center.
How respondents would likely vote if the use of existing property taxes was included in a future election and the funds were used to construct and operate a rec center.

High interest in using a CPN facility. More than 60% said they would use the facility "several times per week (see slide Q10 at right sidebar);" a total of 77% indicated they would use it once a week or more; and 12% said they would never use it.

57% said they would prefer to buy an Annual Family Pass, 8% an Annual Individual Pass, 12% would pay per visit, and 10% would not be willing to pay (see slide Q11 at right sidebar).

CPN's responses indicated much higher interest in recreation activities than is typical in other communities that Leisure Vision has surveyed. CPN's consultant, Ballard*King, and the Recreation Center Committee used much more conservative assumptions when calculating expected fee revenues, with one scenario assuming 15% annual family passes, and another assuming 20%.

Strong opinions have already been formed. When respondents were asked how they would likely vote, 51% said they would likely vote "yes," and another 25% might vote yes. 15% said they would vote no, and another 4% might vote no. Only 5% said they did not know (see slide Q16 at right sidebar).

Both Leisure Vision and Ballard*King indicated that there is usually a much higher percentage of "don't know" answers in surveys taken before a proposal is formalized. There were similar strong feelings expressed in response to questions about how respondents feel about the project (see slide Q15 at right sidebar).

Opinions on whether "the center would be a valuable addition to the community," showed that 67% strongly agreed, and 9% strongly disagreed, with only 1% answering "don't know." Other opinion questions showed 14% opposing the project, roughly consistent with the proportion of respondents who indicated in other survey questions that they would not want to use the facility.

Opinions as to whether CPN can afford to build and operate the center showed that 14% strongly believe that CPN can not afford it, while 37% strongly feel that CPN can afford it, and 21% said that they "don't know." The survey was conducted before the financial projections were calculated for the Proposal.

About the survey. The poll was conducted by Leisure Vision, a division of the ETC Institute in Olathe, Kansas, which has designed and administered more than 600 research studies across the United States for a wide variety of public facilities. The professionals at Leisure Vision determined the methodology for the survey. A telephone survey was conducted that reached 300 homes in CPN, which were randomly selected in accordance with methodologies used for statistically valid surveys.
