The topic: The plan to pave the southern portion of Daniels Park Road this fall. (This will take you to the Douglas County web page for a map and brief description of this project.)

Currently the road is paved for the first mile of US 85. This project will extend the paving about 1 1/2 miles further north, ending before the hill south of Castle Pines Parkway.

CPN residents have a great interest in the future use of this road, and also need to know that this project is also part of a larger plan to avoid having additional construction traffic on Castle Pines Parkway.

When: July 10th, 2001 starting at 4:00pm.

The Field Review will be an opportunity for people to learn more about this whole plan, with Darrell Roberts. Walk the paving route and review engineering plans for the project.

 
What we can do to help...

CPN residents had a tremendous amount of "public input" when hundreds of people turned out to oppose the plans to build the North Gate to Castle Pines Village. Since then, your homeowner association boards and many other individuals have been working with the Douglas County Commissioners and county staff to craft an alternate plan.

The Commissioners listened to our concerns and agreed that changes were needed. They were able to take advantage of a plan that was already in the works - to pave Daniels Park Road - to find a creative solution that allows us to avoid having Castle Pines Village construction traffic routed through our community.

Our next challenge is to work with the County on how they will design the road improvements, to accommodate all of the concerns that have been expressed about this area. To be effective in this phase, we need to maintain our reputation as a community that will recognize reality and negotiate responsible solutions that the vast majority of people can live with.

The Field Review on July 10th at 4:00pm will be an opportunity for people to learn more about this whole plan, and also to comment on the design of the 1 ˝ mile stretch that will be paved this fall. We also encourage CPN residents to attend and to show our community's appreciation and support for the commissioner's original action to approve the revised transportation plan.

County officials have indicated that they will listen to "design ideas" for the project, but they don't intend to "debate" whether Daniels Park Road will be paved. The EPA is requiring it, it's been in the County's transportation plan for a number of years, and funding for the project was approved by county voters in 1995.

This is a County decision, but we'd like to know what CPN residents think… use the Poll on this page to give us your opinion!

The history: CPN residents have adamantly opposed a proposal to have Castle Pines Village construction traffic come through Castle Pines Parkway via a "North Gate" to Forest Park Drive. We have been successful in negotiating an alternative. The new plan includes sending construction traffic from Castle Pines Village south to US 85 via Daniels Park Road.

Paving this southern section of Daniels Park Road was already on the county's plans and it has become essential to pave this section of the road this fall, in order to be able to handle the construction traffic.

 
       
    Information you may need to make an informed opinion:  
    There has been quite a bit of discussion of this topic in our community over the past weeks. You may have read a recent article in The Denver Post about opposition to paving Daniels Park Road, or been approached to sign a petition. This is a very complex subject to cover via email, but I'd like to share information about some of the questions that CPN neighbors have been asking about what exactly is happening, and how the project planned for this fall would benefit the CPN community. I encourage all CPN residents to get informed about this topic, to attend this meeting, and to support the county's overall roads plan that has been developed to accommodate the interests of the CPN community. Our participation will make a tremendous difference.  
       
    Paving of Daniels Park Road is inevitable.  
    The EPA is requiring that dirt roads in the northern portion of Douglas County be paved, because of the dust we contribute to Denver's infamous brown cloud. The chemical that is currently being used to reduce the dust is damaging trees along the route and is also a fire hazard. So paving will happen eventually; the only question is "when". The county will do it in multiple "phases" over a period of years, so that they can carefully design the road to reduce impacts.  
       
    The open space will remain open.  
    Regardless of whether the road surface is dirt or paved, the open land that you see is protected by being part of the Cherokee Ranch, Daniels Park, and the Highlands Ranch Open Space conservation areas. Part of the work for the Daniels Park Road project is to look at alternate routes and design changes that could actually reduce the impact of the road on these open spaces.  
       
    The road will remain a 2-lane road.  
    The County is very aware of concerns about the amount of traffic that would use the route. A number of years ago, they cancelled a 1980's plan to make Daniels Park Road a 4-lane arterial. In the revised plan, Daniels Park Road was reduced to a 2-lane road, and other routes were added, including Monarch Boulevard and a future "frontage road" just east of I-25. Both I-25 and U.S. 85 will have further expansions to carry "through" traffic.  
       
    The road will be designed to maintain a "country road" atmosphere.  
    The County knows that the design will need to be sensitive to a LOT of factors, including the need to protect Daniels Park, and to accommodate pedestrian and equestrian trails, wildlife, the environment, and historical features.  
       
    The paving project planned for this fall will NOT pave all of Daniels Park Road.  
    Currently, the road is paved for the first mile north of U.S. 85. This project will extend the paving about 1 ˝ miles further north, ending before the hill south of Castle Pines Parkway.

    The existing route divides Daniels Park, and the re-design will allow the County too look at options for relocating to road to reduce the impact of the road on the park. There is a lot of work to be done before they can do anything with these sections of the road.  
       
    It will likely be several years before anything is done with the sections of the road that go through Daniels Park and on the steep hill just south of Castle Pines Parkway.  
    The existing route divides Daniels Park, and the re-design will allow the County too look at options for relocating to road to reduce the impact of the road on the park. There is a lot of work to be done before they can do anything with these sections of the road.  
       
    Paving this 1 ˝ mile stretch of Daniels Park Road is an essential part of the plan to avoid the Castle Pines Village "North Gate".  
    CPN residents have spent the past two years working to avoid a plan that would have added substantial traffic to our community -- a "North Gate" from Castle Pines Village that would have sent residential and construction traffic through Forest Park Drive and on to Castle Pines Parkway. We have been successful in negotiating with the County to create an alternate plan. Instead of the North Gate, there will be an "East Gate" which will go east from Castle Pines Village into the LaGae Ranch, and go through the commercial development to connect to Castle Pines Parkway. However, this route won't be in place when the construction begins in the northern tier of Castle Pines Village, so construction traffic will be directed south to U.S. 85 via Daniels Park Road. This section of the road has to be paved for dust, safety and maintenance durability issues.
